This book is an outcome of a research that the author had undertaken between 2018 and 2020. Her enquiry was spread over four cities in two dynamic and complex regions of the world, India and Europe. In India there were qualitative surveys in Delhi and Kolkata; in Sweden the research location was the city of Malmö, and in mainland France it was Saint-Denis. The main objective of this comparative research was to understand how in four cities—two Indian, one Swedish, one French—cultural and artistic organisations develop strategies to include among their participants, people who are far from the artistic and cultural worlds for different reasons culture of origin far from the culture of the host territory, exclusion from the dominant cultural mechanisms, inability to make a living from one’s art, situation of family break-up, incarceration, illness or handicap.

In India, Delhi, the capital city, is at the heart of the tensions between the political centre and the associative or nongovernmental initiatives to promote better conditions of representation and action. Kolkata (Calcutta), the former capital of British India, which has long developed a cultural and artistic fabric, is open to initiatives, it embodies both the past of a certain India and a strong multicultural present. In the case of the two European cities of Malmö and Saint-Denis their characteristics led to a comparison two cities that have undergone severe deindustrialisation and sought ways to overcome it, two cities that have long welcomed foreigners from all walks of life.
